It is unclear what the complainant was doing at the pad. I conducted a site visit and discovered there had been an excavation of pad material near the dump line. It appeared that approximately 70 cubic feet had been excavated near the hammer union on the dump line. I inquired with the operator and was informed that approximately 5 gallons of fluid had been released when the line froze and seperated the union. The release had occurred on 12/11/2013.

At the time of the inspection, the E&S Plan was on site. The Department reviewed the E&S revised Restoration Plan and determined that it appeared as though the site conditions were reflective of the plan map. The restored areas of the well site are temporarily stabilized (mostly with erosion control blanket) but they have yet to achieve permanent stabilization.
