2811751 Primary Facility 2018-11-30 Routine/Complete Inspection No Violations Noted On 11/30/2018 at approximately 0900, I conducted a site restoration inspection of the George Godwin Well site located in Cross Creek Township, Washington County to assess site conditions relative to permit termination. The following was observed:
  • The Act 9 sign located at the site entrance was in good condition.
  • 7 wells equipped for production were on site. Preparations were being made by the operator to drill additional wells on the pad including the construction of a sound barrier during the inspection.
  • Production fluid/condensate tanks were within secondary containment and appeared to be in good condition.
  • All wells on site were clearly marked and appeared to be in good condition.
  • GPUs on site appeared to be in good condition.
  • Retention pond on site appeared to be in good condition and functioning as designed.
  • The site appeared to be stable with greater than 70% vegetative cover. Some tire tracks from the landowner were observed on the stockpile to the eastern side of the pad but did
2814462 Primary Facility 2018-12-12 Drilling/Alteration No Violations Noted Lightning Energy auger rig drilled a 30" well bore to 40 ft. and set 26" conductor casing at that depth on 12/2/18.
2814482 Primary Facility 2018-12-12 Drilling/Alteration No Violations Noted Falcon Drilling Rig #27 moved onto this well on 12/7/18 and resumed drilling at 51 ft. KB on 12/9/18. The 20" casing was set at 357 ft. on 12/10/18 and cemented to surface with 20 bbls returned. The 13 3/8" casing was set at 489 ft. on 12/11/18 and cemented to surface with 18 bbls returned. Currently at 656 ft. and preparing to resumed drilling after running gyro.
2820855 Primary Facility 2018-12-27 Routine/Complete Inspection No Violations Noted On 12/27/2018 at approximately 11:00, I conducted an inspection of the George Godwin Well Site located in Cross Creek Township, Washington County. This inspection was in response to an incident which occurred on 12/23/2018. I met with Hannah McAvoy (Range Resources) on site to discuss the incident and associated remediation.

On 12/23/2018 at 4:10 AM, a hose in the well cellar was found to not be attached to a half round. Once the error was identified the pump was shut down. Operator determined that approximately 25 gallons of elevated conductivity water released to the graveled well pad. EAP Industries used a super vac to remove all of the impacted material which was placed into a roll-off box.

During an inspection of the project area, the following was observed:

  • The Act 9 sign located at the site entrance was in good condition.
  • Location where approximately 25 gallons of high conductivity water released appeared remediated.
  • Air rig in operation on site during inspection.
  • Production fluid/cond
2827659 Primary Facility 2019-01-16 Routine/Complete Inspection No Violations Noted Well drilled but not equipped for production.
2847526 Primary Facility 2019-03-04 Follow-up Inspection No Violations Noted Inspection response to release reported to the Department on 3/3/2019. The Operator reported "at 3:30 PM, while transferring oil based mud (OBM) from the upright tanks to the mud pits, a 4” mud hose ruptured releasing approximately 1.5 barrels of OBM. The pump was shut down immediately thus stopping the release. One barrel of OBM remained on containment and ½ barrel (21 gallons) was released to the graveled well pad. The onsite vacuum system was utilized to recover all standing OBM. Specialized Professional Services Inc. (SPSI) has responded to the location and is currently remediating the impacted gravel. Disposal documents will be sent to you as part of the closure summary."

At the time of inspection the Operstor was actively drilling the well. The drill rig was placed on secondary containment. The site ID sign installed. The PPC plan and ER plan on site. The waste control and disposal plan on site. The Operator is currently in compliance with current spill policy.
