Confirmed bubbling outside of 13 3/8" casing. Hess indicated bubbling is methane. Discussed with Hess that they will have 30 days to respond with plan to remediate problem of defective cement. Operator will supply DEP all infomration pertaiing to well including well logs, pre-drill and post-drill data, and any other pertinent information. DEP will revisit the site to collect gas sample, and will coordinate with Operator to sample.

2059435 Primary Facility 2012-04-05 Routine/Complete Inspection No Violations Noted Opeartor has filed for Inactive Status. Well has been temporarily plugged and shut in. Well head is barricaded with Chail Link Fencing. Gauge on well reading @ 900 psi on 5 1/2" prod string. No bubbling observed in cellar. Approximately 2' of water present in cellar. No activity on site. Entrance locked with gate. Site ID sign in place with proper information posted. Site appears clean. No violation observed at this time.
2125277 Primary Facility 2012-12-07 Plugging(Includes Plugged/Mined Through) No Violations Noted On site with Co. Man. REported bubbling on 9 x 5" annulus. Well has been plugged and rig moved to next location. Upon completion of plugging activities - operator ovserved bubbling in 2" vent pipe on 9 x 5' annulus. Annulus was closed in for @ 10 days - no pressure bulid was observed. At time of inspection I observed bubbling in the 2" vent. occurs approximately every 10-15 seconds. Requested Hess provide a plan to DEP on addressing the issue.

2310715 Primary Facility 2014-09-25 Site Restoration No Violations Noted Inspection conducted on 9/25/14 of the Hess Davidson Well Pad covered under ESCGP-1 ESX10-127-0003. The Davidson 1V (127-20020) has been drilled then P&A.The inspection was conducted to confirm Hess’s assessment that the site meets the minimum requirements as defined in Chapter 102.22(C) for permanent stabilization which would thus fulfill the physical requirements necessary for the permits termination. The Department’s determination is that the site is in fact permanently stabilized and meets the criteria necessary for the permit’s termination.
