-421989194 2010-12-09 Oil spill follow up. Met with Jim Davis (landowner and contractor doing restoration for Altheirs Oil). Site is graded with water bars installed approximately every 50 feet on steep portions of location. Bio remediation compost pile is at top of hill next to private road way. I discussed with Jim the methods used for Bio remediation. The soil has an odor with some dark areas, no crude oil was seen in pile. Jim was waiting for our meeting before seed and straw is applied to site. I told him to proceed with the seed and straw. Site is not eroding and looks good.
-580626158 2010-03-10 Oil spill clean up inspection. I talked to Pete Jeffers and PD Altier. They told me that a total of 111 tons of contaminated soil has been taken to the Kilbarger land fill. Jim Davis hauled 46 tons and Matt (Altier's truck ) hauled 65 tons. All of the contaminated soil that was taken to the top of the hill has been taken to the land fill. Straw and 2 small underflow dams are in place on hillside. Diversion ditches are channeling all runoff to the underflow dams to allow collection of oil residue. Site looks good. The underflow dam by Pole Cat road is functioning properly. Site has been exposed to a strong rain event last night and this morning. Site is containing oil residue and allowing continued cleanup of location.
-761922990 2010-02-22 Oil spill reported on Arrowood lease by USCG, Dan O'Leary and Ben Thompson. USCG called OEPA Dennis Deavers. Dennis Deavers Called Me at 11:00am. I arrived on location at 11:30am and talked to USCG and Pete Jeffers (Altheirs Pumper) I directed Pete to install a under flow dam at N38.88018/ W 082.15114. The oil spill was caused by a slip (N38.87700 / W082.15416) which sent a mud slide into the gathering line. The gathering line was 1.5" orange plastic. When the mud slid hit the line it stretched and broke the plastic line. 1972' of intermittent stream was affected. The intermittent stream flowed into Campaign Creek (Tributary of the Ohio River). Oil sheen was observed at the end of Campaign Creek as it flows into the Ohio river. Clean up efforts continued all day.

Another crew is removing contaminated soil with a trac hoe and loading it into a dump trailer that is attached to a dozer. The dozer is hauling the material to the top of the hill and stock piling it in a contained area until it can be taken to a land fill.

1036168299 2010-02-23 Oil spill clean up. Oil sheen was observed on Campaign Creek as it enters Ohio River near Rail Road Bridge. Boom placed at end of intermittent stream N38.88104 / W082.15070 is not containing all of the flow and has let contamination into Campaign Creek. I directed Altheirs workers to fix the boom. The under flow dam is effective at containing the oil flow in intermittent stream. I met with ODNR Wildlife Officer Roy Rucker on site. We walked entire location. Pictures were taken by myself and Officer Rucker.

Coordinated with Pete Jeffers and Paul Altier on the final excavation and plans on cleaning up the residue after a rain event. Oil residue will flow in drainage ditches to collection points on hillside with a small underflow dam to contain the oil.

1781854462 2010-09-22 Oil spill follow up. Access path made during clean up is eroding needs graded and water bars installed. First under flow dam is free of oil. Soil has black staining no fresh oil. Contaminated soil needs to be removed to suitable location for bio remediation. Called Dale Compston and he will have Pete Jeffers contact me for a meeting.
236408665 2010-03-04 Oil spill clean up. Walked entire location from Campaign Creek to slip site. Observed oil covered leaf piles along intermittent stream bank. These leaves were removed from the stream to allow oil to flow to underflow dam. They were not bagged up for disposal. I noticed a heavy use of Pete sorb material was used along stream bank. Hillside looks good. Contaminated soil has been removed. Drainage ditches have been installed to channel surface runoff and any oil residue to two underflow dams constructed on hillside. This will prevent oil from entering the intermittent stream. The large underflow dam is still in place off of Pole Cat Road. Past this dam there are three oil booms in place before Campaign Creek. I talked to Pete Jeffers and Paul Altier about the need to contain and remove the oil soaked leaves and debris along the stream bank. They agreed to bag up and remove the leaves. Overall assessment of the intermittent stream and hillside is that the water is flowing clear and the majority of the contamination has been removed. All efforts have been made in preparation for a rain event that will help in dislodging any oil residue that remains. Oil should be well contained in the underflow dams for removal.

Jim Davis is making a series of containment areas and channels on the hillside after the contamination has been removed. This directs any contamination that might work loose to be contained and cleaned up on the hill side. Slight oil seepage was noticed in a few spots. The majority of the contamination has been removed.

Pete told me that they were not able to extract oil from underflow dam yesterday but are in process of doing so now. I suggested that they work down stream with a broom and rake to get oil flowing to under flow dam for extraction. Pete Agreed and implemented the plan. I walked entire location and photographed clean up efforts.
