0466225312 2009-09-08 Plug / Plug Back No Violations Met this day in PM with Jim Kilbarger, Allen from Truco, Bev Sargent and Don Tullis, supervisors with ODOT and 2 other ODOT employees to discuss this well which still has small leak of gas. Gauge on well was read and no gas was being registered - gauge starts at 2 # - had asked Jim Kilbarger to put ounce gauge on well. Tested gas with gas tester and it showed it was not oxygen - conclude it was natural gas. Could barely see the gas coming out of small 3/8 port when gauge is removed. I wanted ODOT to view the well, to see that the leak was very insignificant before they made the decision to have it cleaned out and replugged. Again, the dicussion was who would pay for the work and how much it would cost. A history of how the well was plugged was given and other information provided to help all parties make an educated decision as to whether the leak was serious enough to fix. In the end, ODOT decided they could live with the leak instead of cleaning out and fixing it and all agreed to put a higher standpipe on this well because of the leakage. Well should not emit any gas when finalized with the combined volume of the vault box and the vent pipe. The well had neither increased or decreased in volume. All were in agreement at end of meeting - will continue to monitor for next couple months to see if well becomes a problem. At this time, well is not a safety issue. Would never have found leak but water was added on top of top cement plug to cut off casing - at that time (2 weeks ago), small amount of bubbles were detected between casing and cement.

Kilbarger came this day to put vault over well but did not do it as well was leaking gas. I told her it is probably trapped gas in or around the surface casing - well was plugged completely so do not expect any leaks - told her we will continue to monitor but it should go away. Jim Kilbarger said he would check it on Thursday and I told Bev I will try and get back this week, also, to look at it.

1686579845 2009-09-07 Plug / Plug Back No Violations Talked to Jim Kilbarger regarding small leakage of the well just plugged. I was not able to get to view this day but he says leak has not decreased. Asked him to put swedge on well with gauge so to judge volume of gas there. Asked him to do this on Friday so it could set over the long weekend but didnt get done until today. Discussed the options of reopening the hole. Talked to Bev Sargant from ODOT and she suggested I call Don Tullus, her supervisor. Talked with him, informed him well still had small leak and that it was between ODOT and Kilbarger to determine who and how would be paid for. Jim Kilbarger believes if well has to be cleaned out, should be plugged with fire clay to get a tight seal. Made plans to meet and discuss on 9/8/09. Went to lab to have gas tester recharged - will test tomorrow.
