1423238910 2015-02-05 Production Wells No Violations I inspected this domestic well on 2/5/2015. While driving on Arrow Road I noticed that the 100 barrel tank of the Boyle # 1 had overflowed. The well is operated by a pump jack for the domestic use at 4160 Arrow Road, Carrollton , Ohio. The tank battery consists of a diked area with a 100 barrel oil tank. An examination of the spill revealed that the tank had been ran over recently. The area on the ground covered with oil was 6 X 6 X 2. The front of the tank had a film of oil covering the west side. The tank is located 50 from the traveled portion of Arrow Road with the pumping unit 100 from the traveled portion. I contacted Mrs. Boyle and tried to explain the severity of the situation. Mrs. Boyle put me in contact with her daughter. The daughter said John Hawkins takes care of the well and repairs associated with it. I showed her the contamination at the tank battery. She called Mr. Hawkins who subsequently called me. I informed him of the situation and that it needed cleaned up asap. Mr. Hawkins sent a Vac truck to remove 24 of brine from the 100 barrel tank. This afforded some room in the tank. The pump jack electric was immobilized so not to turn on. Mr. Hawkins removed all the oil that was on the ground and will be wiping done the tank. I informed Mr. Hawkins that further cleaning measures shall be required once the temperature increases increasing the oil mobility. I also directed Mr. Hawkins to have the required I. D. signage posted at once and once the snow melts conduct any repairs that the dike may require. These corrective measures shall be completed and approved by 2/19/2015.
