0644516703 | 2018-08-28 | Production Wells | No Violations | I was contacted by Cynthia Marshall at DOGRM Central Office to request an inspection to confirm the status of this well, as the landowner allegedly reported that the well was plugged or capped. I spoke with the current landowner, Kimberly Waggoner, and she said that the well is still there. It was transferred to her father in 1987 as an exempt domestic well. Mrs. Waggoner said that the well has not produced gas for at least 25 years. She said that she has owned the property for 10 years and the well was never discussed as part of the property acquisition. She said that she has never used the well for domestic gas and she has never been notified that she is the owner of the well. On the day of my inspection I found that the well was equipped with 2.875 inch casing. The casing nipple was disconnected from the flow line and the valve was open to the atmosphere. I found no gas leaking from the open valve. There were no gas or fluid leaks from the wellhead. The production equipment consisted of one 100 barrel steel tank and one horizontal separator. There was not a containment dike around the equipment. No identification was posted at the well or tank. The tank was empty, but there were signs that the tank had leaked from the bottom at some time in the past. The grass was dead and there was a 15 inch diameter area of oil/paraffin/brine sludge built up in the grass directly below the bottom tank shoulder. I met Mrs. Waggoners son while I was conducting my inspection. He also claimed that this well has never been used for domestic gas as long as he can remember. I advised the gentleman that he should shovel up the oily soil around the tank as not to risk groundwater contamination. I also gave him a business card so Mrs. Waggoner could contact me. |
