1505739838 2017-09-15 Production Wells No Violations I got a phone call from Mike Snyder, Fire Chief with Walhonding Valley Fire Department, to notify me of multiple calls to the dispatch in regards to the production equipment for the Speckman lease. Mike said that they had been getting calls for two days claiming that smoke was rising out of the storage tank. He said that they went out to the site and found gray smoke rising out of the tank, as well as oil spraying out of one of the lines at the separator. He said that they tried to call the number on the identification sign and got no answer. He also made a comment about the appearance of the site with regards to weed control, as the tank is located next to US 36. I called Frank Riggle and Rob Hunter with Brilex and relayed the Chiefs concerns. They said that they would get out to the site right away. When I arrived, Frank and Rob were already there. They said that the dump valve on the separator had failed, causing the gas to vent out of the tank, giving the appearance of smoke. The oil spray was due to a pin hole in one of the flow lines at the separator and resulted in an oil spray that got on the gravel and in the perimeter weeds. There was no pooled oil on the ground. The amount of oil was less than one gallon. Rob and Frank had the system shut in. They were replacing the section of line that failed and attending to the dump valve. Rob spread Bio-sorb on the oily gravel and the weeds. He also used a power trimmer to start clearing the weeds away from the containment dike. The number on the ID sign was Franks cell phone number, which is a working number. The DI sign did need to be filled out with the individual well information though. The situation was under their control. The gas was no longer venting and the oil spray had ceased. I left Rob and Frank to clean the site up and will follow up on Monday.
1546927826 2017-04-07 Production Wells No Violations On the day of my inspection I found that the wellhead was equipped with a plunger lift system. The flow line was connected and the tubing valve was open. There were no leaks at the wellhead. The tank battery consisted of one 140 barrel steel tank, one 70 barrel steel tank and one horizontal separator in an earthen dike. There were no leaks or spills around the production equipment. The tank battery is shared with permits 4302, 4303, 4304, 4243 and 4245. Identification signs were posted at the tank battery and at the wellheads, but they were all blank. I met Frank Riggle in the field and spoke with him about getting all of the ID signs correctly filled out. He said that they would get it taken care of.
