1398366273 2014-04-07 Orphan No Violations Previously undocumented well discovered during site work for new house construction. The well had been located in a concrete and masonry vault which was destroyed by earth moving equipment. The wellhead consists of a 6-inch diameter casing which is now open and damaged. I did not detect any signs of gas leakage from the well with Sperian gas meter or detect any gas smell. I advised the contractor to put a makeshift lid and protect the well so it can be evaluated further. I contacted the Westlake Fire Department and site developer as advised of the findings. We agreed to meet tomorrow to discuss.
1400011657 2014-05-12 Plug / Plug Back No Violations The plugging contractor (Ron Gibson) is setting up to begin bailing water from the well. The intial plan is to bail and grout from surface if possible. Based on initial measurements, the total depth is 1,079 feet from surface grade. Initial attempts to run a 5-inch diameter bailer have not been succesful. The bend in the upper casing is preventing the bailer from advancing. A smaller diamater bailer is now being deployed. Little to no oil is being recovered during bailing. The recovered water is being directed to tempoary poly tanks for later disposal. There is no smell of gas or detectable gas by gas meter during the bailing process.
1400253144 2014-05-16 Plug / Plug Back No Violations I inspected the well as part of plugginag and abandonment activities. Prior attempts to bail water from the well bore were not successful. The water was being produced at a rate at which bailing was insufficient. Therefore, RA Gibson has brought in a coiled tubing set-up to plug the well by displacement. Formation Cementing from Zanesville will be cementing, and S&H Oil Field Services is on site to haul water. A small circulation pit has been dug next to the wellhead and lined with plastic sheeting.
1400533589 2014-05-19 Plug / Plug Back No Violations Plugging and abandonment is on-going from yesterday. The bottom Class A cement plug has been left to set up overnight. Upon assessment this morning, the depth to the bottom plug was measured at 105 feet below current grade. 125 gallons of accumulated water was then bailed from the borehole and 9-sack grout was top-loaded into the borehole by Alexis Concrete Enterprise, Inc. The grout was brought to near grade and was stable. A vault and vent system is planned for post-plugging management.
1400590390 2014-05-16 Plug / Plug Back No Violations I was on site for the plugging and abandonment of the former well which had been discovered during site development. Previously attempts to remove accumulated water from the well by manual bailing were not successful. Damage to the near-surface casing caused by recent site development would not permit an adequate size bailer to pass into the borehole. Use of a smaller bailer was found to be insufficient to keep the borehole free of fluids. RA Gibson is now setting up a coiled tubing unit (1.5-inch diameter plastic tubing) to displace a cement plug from the borehole bottom terminus which was found to be at 1,079 feet below the current grade. The plugging contractor has established a lined circulation/collection pit next to the wellhead. S&H Field Services has staged a 2,000-gallon vac truck to collect accumulated water. The cement contactor (Formation Cementing) will be mixing and pumping Class A cement, with 2% bentonite, to the well via the coiled unit. At the time of plugging, there is not detectable gas being produced by the well. Earlier bailing recovered water but no oil was produced. The 1.5-inch tubing was place into the borehole with the bottom of the tubing nearly coincident with the borehole terminus. Cement was pumped and borehole water was displaced. During pumping circulation of the displaced water was lost. It is suspected that the existing casing is not fully intact. Pumping of the cement continued until 130 sacks of cement had been placed. It was decided to allow the plug to set up for at least 12 hours and re-evaluate. A 2-stage plug can then be set with 9-sack grout pending evaluation.
2121290094 2014-04-08 Orphan No Violations I met with officials from the City of Westlake Fire Department, Building Department, the site developer, and the landowner to discuss a management strategy. I indicated that plugging would be necessary based on the findings by Ron Gibson that the well is open to at least 250 feet. I also recommended vaulting and venting following plugging. This was also recommended by the Fire Dept. and Building Dept. The Developer indicated that the garage was to have been completed over where the well is, but would now be moved. I provided the developer with a list of qualified oilfield contractors for plugging and vault/vent construction.
