1510152207 2017-11-08 Orphan No Violations This well is located 55 feet southwest of the corner of State Route 613 and Township Road 262 on the property of Marvin Kelbley. The parcel is 17 acres of farmland minus the small area in the northeast corner of the property where the well is, which is grass. There is no access lane to the well and electric utility lines and poles will restrict access and setup to the well. The well has 8 inch drive casing that extends 30 inches above grade with the top peeled back. There is also 6 inch casing inside the 8 inch with cement in the annulus evident at the surface. The 6 inch is equipped with a cap to allow for two strings of tubing, one equipped with 2 inch tubing and the other with a 2 inch plug. The 2 inch tubing extends upward to a gate valve that is no longer able to open or close and it is unclear if it is currently open or closed. Above the valve is a 90 degree elbow to another 2 inch nipple that is open to the atmosphere. A set of regulators, a drip tank, and other piping is located directly northeast of the well less than one foot away. This equipment is no longer hooked to the well and it is unclear where the lines run to. There was no gas detected at any point during the inspection with the hand held gas detector. This well will be referred for possible acceptance to the Orphan Well Program.
