The leaking load-line has been removed and the impact mitigated. The well is not currently producing and has not produced since 2011 according to production records. Allied reports that the well has become unproducable due to a hole in the casing but plugging the well will result in the loss of right-of-way access for the sales lines for their other units in this area. |

The battery includes one steel 210-barrel production tank and separator. The battery is enclosed in a chain-link fence which is unlocked. The wellhead is not enclosed. In 11/2012 notified Allied that the load line was leaking. Currently is does not appear that any mitigation or repairs were made following the prior notification, and the leak has caused impact to the inside of the dike and a mixture of oil, produced brine and rainwater are currently escaping through a large break in the containment. The fluids tested with Quantab indicate 2,500 ppm chloride. There is black oil staining impacting an area approximately 200 square feet inside the dike and iron staining is seen on vegetation outside the dike break several feet. I contacted Pierre with Allied and advised that mitigation would be needed as soon as possible. Mitigation must include capture of the brink water ponding inside the dike and repair to the leaking flow line. The oil-impacted dike material must be remediated and the dike must be repaired. |

Nicks Well Plugging, (NWP) was the plugging and cementing contractor for Allied Oil Field Services, LTD. Prior to setting the Clinton plug, it was determined that the 4 1/2 inch casing was compromised and 1 1/2 inch tubing would be used to set the plugs. An extra joint of 32 foot tubing was added to the existing tubing in the well to set the Clinton plug. After the additional joint of tubing was added, it was determined that the bottom of the well had been reached. The bottom of the tubing was set at 3030 feet. NWP broke circulation with 50 BBLs of fresh water, prior to setting the Clinton plug. Oil was present and NWP continued to circulate on the well until oil had been removed and the water cleaned up. The Clinton plug was set using 1 1/2 inch tubing from 3030 feet to 2503 feet using 40 sacks of Class A cement. The Clinton plug was displaced with 6 BBLs of fresh water. Cement was scaled and verified at 15.6 ppg. Tubing was tripped out of the well. The well was shut-in overnight in order to verify the top of the cement, the following day. |
