My investigation proceeded as follows, Immediate contact was made with the Ohio EPA- Who received a call at 2:13pm on 10-04-12 and did not respond but stated the time Mrs.Partin saw this was 9:30 Am, Then to the Ohio State Highway patrol- who never received a call, and to both the Noble and Monroe co Sheriffs offices who were not notified by Mrs. Partin either, as She had stated. Notification was made to Mike Hall the operations owner and Vaughn Staples the drilling superintendent on duty and no waste product was shipped from the site on the day of 10-04-2012, A truck containing Bio-Degradable drilling fluid did arrive on site and was unable to unload due to the fact that the unload area was inaccessible and was asked to return at a later date. At this time it is my understanding that due to the extreme grade going into the site that most likely some of the residue water laying in the open trough divided overflow pans of the tanker was forced by gravity to another holding area and as the truck traveled this water was being dispersed as designed to do so. I also drove the road claimed by Mrs.Partin to be affected at 8am the following morning and found no sign of product on the road. |

All wells have concrete barriers surrounding them. The facility is gated with proper signage. There is a north pad and a south pad. The south pad contains the wells, along with (2) 400 barrel steel tanks within containment, on the back right-side. The north pad contains the midstream facility, (1) gas processing unit within containment, and (1) 400 barrel steel storage tank, also within containment. There are (2) additional 400 barrel steel tanks within containment, along County Road 16, near the lease road entrance. (Lat. 39.70921 Long. -81.25219) It will be noted that I spoke with Antero representative, Jonah Turner, during my inspection, and informed him to make sure that his operators have their wellheads identified with proper signage. |
