1722846967 2017-01-06 Production Wells No Violations I inspected this Clinton Sandstone well due to the ownership status of Harland & Edyth Bell being listed as a cancelled owner. My inspection today found the wellhead equipped with a natural gas-powered pumping unit. The valve on the tubing flow line was currently closed and the 4.5 production casing flow line valve was closed. The port on the opposite side of the 4.5 casing flow line was equipped with a reducer and a 1 steel line fitted with two (2) regulators. The valve on this line was currently open. There is a 50 barrel steel tank next to the wellhead (10) that is used for fluid collection. The tank battery near the lease road entrance contains a horizontal separator and one (1) 210 barrel tank. The battery is diked and the separator is not in use. ID on the tank indicates BS Gas & Oil because Glenn Spencer has operated the well for Mr. & Mrs. Bell for quite a few years. The landowner, Gerry Rabatin, came over and spoke with me during my inspection. He said the flow line between the tank battery and wellhead was bad and that oil and water were produced to the 50 barrel tank and transferred to the 210 barrel tank after pumping. Mr. Rabatin is receiving house gas from the well and Mr. Spencer continues to maintain the well. Mr. Rabatin is considering taking over the well, but does not know if he wants the plugging liability. He indicated there is an ongoing dispute between the Bell siblings concerning their parents oil & gas wells and property. I will speak with Glen Spencer about moving the 50 barrel tank the required 50 from the wellhead and building secondary containment around the tank.
