1320341719 | 2011-10-31 | Production Wells | No Violations | I received a call this morning from Todd Taylor (OEPA - Central Office 614-644-3196) regarding a reported brine tank release on 10-29-2011 in Beach City, OH, in Stark County. The OEPA did not send a responder. Richard Courtney (Home 330-756-2716, Work 330-359-7039, Cell 330-933-4092) of 9785 Justus Ave. SW reported that Harry Chaplin emptied the contents of a plastic brine tank (25 barrels or 1050 gallons) into Richard Courtneys field. I called and met with Richard Courtney at the release site. As we entered the access road, a Hall Well Service (330-695-4671) swab truck (Rig # 7) was leaving the location. I stopped the driver (Tim Wagner) and questioned him. He said that Hall Well Service had been hired by Harry Chaplin to swab the well. He said the brine tank was empty when he arrived and he saw that it had been drained out onto the ground. He swabbed the well into the tank and he was leaving the location. Richard and I drove back to the wellhead and investigated the release. The release was 150 long by 2 wide to the south of the brine tank and 50 long by 4 wide to the west of the brine tank. I called Tim McConaha (Enervest) to verify that Enervest still owned the well or whether Harry Chaplin had purchased the well. Enervest owns the well and Richard Courtney owns the land. Harry Chaplin is a neighbor who gets house gas from the well. Enervest will clean up the release, dig up and remove all contaminated soil and vegetation, and transport it to a landfill before Friday 11-4-2011. I called Bart Ray (OEPA - Stark County) to inform him of the situation. He had no knowledge of the incident. Richard Courtney had e-mailed an incident report (# 7611-00587) to the Stark County Sheriffs Office on 10-29-11. The Stark County Sheriffs Office did not send a responder. Richard Courtney had initially reported the release to the National Chemical and Toxic Oil Spill Hotline (800-424-8802), Report # 993963. |
