American Energy still needs to: Remove and properly dispose of the saturated absorbent pads. Rack up and properly dispose of the oil clumps. Remove the pool of oil in the southeast corner of the dike.

The entire tank battery has saturated absorbent pads. There is a chart box and 7-day chart dated 9/16/2018 next to the northwest corning of the tank battery. There is an identification sign posted. The gate at the access road entrance is locked. The pump house/office is locked and secure. Photos were taken and are available upon request. I left a message with Bob Barnett concerning this compliance notice.

A total of 1016 feet of 8-5/8 inch casing was cemented with 340 sacks of Class-A cement with 3% calcium chloride. Estimated cement returns of 20 barrels were observed at the surface. Once the plug was down, the pressure on the casing was increased to 500 psi.. There was no pressure loss, after five minutes. The cement operation and well site conditions were acceptable.

Numerous saturated absorbent pads are still throughout the entire diked tank battery. I observed water and oil with leaf litter at the south end of the diked tank battery near the sump crock. The water and oil are contained to the dike.

I spoke with Bob Barnett: Mr. Barnett stated the facility is taking some fluid. Mr. Barnett stated he is still working on cleaning up the oil and saturated absorbent pads in the dike.

I told Mr. Barnett that the oil and saturated absorbent pads need cleaned up and removed. Photos have been taken and are available upon request.

There was still oil residue inside of the diked tank battery with several inches of water. There were new and saturated absorbent pads throughout the dike. The injection well was not in operation during my inspection. The water and oil are contained inside of the dike. An identification sign is posted. The pump house is clean and in good repair. Mr. Barnett stated he was working on acquiring a diaphragm pump to remove all of the water and oil. Mr. Barnett stated having the dike cleaned up by next week. Follow-up inspections will continue.

A pressure of 1880 psi. was placed on the tubing-casing annulus. During a fifteen minute test period, there was no loss detected.

The well passed the test.

A total string of 306 feet was set on the bottom of a 14-3/4 inch hole, 301 feet deep. The conductor was cemented with 250 sacks of Class-A cement with 3% calcium chloride. Estimated cement returns of 25 barrels were observed at the surface. The displacement was calculated to leave 20 feet of cement in the casing. The cement operation and well site conditions were acceptable.

1404747008 2014-04-23 Salt Water Injection Well No Violations The construction of the surface facility was complete. A gate was installed at the access. Both sump pumps were plumbed into a tank. The injection facility design matches the specifications of the revised plan approved by the Division. However, the buried tank was not coated with a brine resistant material, which is a permit condition. I called Bob Barnett and informed him of the requirement.
1415548345 2018-02-28 Production Wells Violations Noted I was on location to inspect the injection well and facility. I found no activity on the day of my inspection. The gate at the access road entrance is locked. The proper identification sign is posted. Upon further inspection, I found several inches of standing water topped with oil and an oily sheen throughout the lined, steel diked tank battery. The oil spill is contained within the dike. The oil spill appears to originate from the middle 210 bbl. storage tank. The injection well was not in operation. The gate valve on the tubing is open. There is leaf litter and old oil at the bottom of the pit surrounding the wellhead. I contacted Bob Barnet from American Energy.

Mr. Barnet stated: Clean up of the oil spill would starts as soon as possible.

I instructed Mr. Barnet to: Remove all oil and water from the diked tank battery Clean up and proper dispose of the old oil and leaf litter at the bottom of the pit surrounding the wellhead.

Follow-up inspections will be conducted until all the issues are corrected. Photos have been taken and are available upon request.

1421693618 2018-03-06 Salt Water Injection Well No Violations I was on location to assess compliance notice # -1415548345. I found some of the water in the diked tank battery has been pump down. There is still oil on top of the water mainly on the east and southeastern areas of the dike. Absorbent pads have been placed inside the dike and in the pit with the wellhead. Majority of the water and oil in the dike was frozen due to the cold temperatures. Bob Barnet was on location working on the injection pump.

Mr. Barnet state: Clean-up of the diked tank battery has begun; however, clean-up has been hindered due to the weather with the snow and freezing temperatures.

Follow-up inspections will continue until all issues are corrected. Photos have been taken and are available upon request.

1546522017 2019-01-02 Salt Water Injection Well No Violations I was on location to assess compliance notice # -1415548345. I found the injection was not operating at the time of my inspection. There was a facility operator on location. There were several inches of water throughout the steel diked tank battery. I observed old oil, numerous saturated absorbent pads, and leaf litter floating on the water. There appeared to be an additional oil spill resulting from a possible overflow from two (2) of the 210 bbl storage tanks. I noticed oil residue on the east-northeast sides of the two (2) storage tanks on the north end of the tank battery. All of the water and oil in the tank battery is contained to the dike. Upon further inspection, I found the seven (7) day chart in the meter box between the injection well and tank battery showed American Energy has been operating the injection well at approximately 1,700 psi throughout the week, which is over the allowable maximum pressure of 1,540 psi. Inspection of the Murphy switch shows it is set above the allowable maximum pressure. I questioned the facility operator on location. The facility operator stated:

He had just turned off the injection well when I pulled onto location. The injection well was operating over the allowable maximum pressure. He planned to begin pumping the water in the diked tank battery into the storage tanks. He was not sure if there was an additional spill from the storage tanks.

I told the facility operator:

American Energy is not allowed to operate over pressure. The Murphy switches are to be set no higher than the allowable maximum pressure. All of the water, oil, and saturated absorbent pads need to be cleaned up.

After leaving the site, I received a call from Bob Barnett from American Energy. Mr. Barnett stated:

The facility is receiving only 600 bbl of brine per day. Due to the light water, American Energy is unable to pump fluid down the injection well at the current allowable maximum pressure of 1,540 psi. The formation w

All of the saturated absorbent pads have been removed. All of the water in the diked tank battery has been removed. There is still small pool of oil in the southeast corner of the dike. The gravel in the dike is coated with oil. I spoke with Bob Barnett on location. Mr. Barnett stated they are still working on cleaning up the dike and plans to get more done as the weather improves.
