I also asked about gas line status in Vinton County. He states that they need to figure out what they are going to do. He states that he talked with Kilbarger 2 weeks ago and has not heard anything back and has mentioned to them that FRN Energy, Mr. Fred Wright, has right-of-ways and that they could work something out with him. Mr. Wright owns wells around the area and would like to be able to sell gas.

-He states that he obtained ownership to parts of Paramount & Gathico gas line in Vinton County. -He will need to lay gas line himself in order to tie into a line located in the southern part of Hocking County near Vinton County border. -Adams Oil would tie into Paramount and Gathico lines. -He was asked if he would lay the line for Adams Oil. Stating that if needed he would do this. -The Hocking County transmission line would be routed to Haydenville and tied into a Columbia Transmission line. -

0551225712 2010-08-18 Administrative Inspection No Violations Mr. Doug Adams called today and stated that he is working on identifications (IDs) located close to the road. I offered to provide assistance in the field to ensure correct well information is displayed. Mr. Adams would also like to meet with myself and my supervisor, Mr. Robert Stonerock. Mr. Adams summarized the problems he is experiencing with his investors whom are involved in legal matters in another state. Because of his partnership, Mr. Adams states that he needs Attorney General to state there would be no repurcussions, if work were to be performed on subject wells. Mr. Adams was advised to speak with my supervisor, however, informed that this would be a civil matter.

Thick brush and vegetation exist around the well. The well contains rods and tubing with no pump jack. Valves were observed closed and flowline not connected. Flowline was observed cut, in the field and at the tank battery location. It was also noted that the well owner has failed to provide identification. Access to this well is limited due to beaver dams, which have resulted in excess water around the lease road and well site.

He states that they are trying to work out a deal with Kilbarger on the transmission lines around Northern Vinton-Hocking border. Kilbarger is wanting to do some drilling down there too. Mr. Adams has the right-of-ways and lines but no way to sell. He is also working on negotiations with Columbia Gas transmission on selling gas- He was given a price of 40k.

1009625672 2010-09-13 Production Wells No Violations An attempt to reach the well and conduct an inspection was not successful. The well location resembled a wetland and access to this well was limited. Walked to the location approximately 300 from the entrance off SR 328, the lease road contained wetland plants on both sides of the road. To the east and west, soil was found inundated with water. Encountered approx 1 of water and found deeper in some areas therefore, limiting access even when traveling off the lease road. As previously noted, beavers have allegedly caused water problems with this property per landowner and company. Reached a location approximately 200 from the well and, visually observed thick brush around the location. From this distance, the well status appears unchanged from previous inspections and conversations with well owner. An inspection of the tank battery revealed non-compliance. No flowlines were attached to any of the (3) 100 bbl tanks. Note: A 50 bbl tank (100 bbl with top half cut off and no lid) exists near this battery. No observed connections. A 1/4 hose extends from top to ground surface along with section of steel line found disconnected on the end. Tapping on outside of tank revealed solid material may exist inside (Unable to visually observe inside of tank.). No observed identifcation at tanks. Photographs were obtained from this inspection. A meeting with the well owner, Mr. Doug Adams and Mr. Robert Stonerock, Oil & Gas South Region Supervisor, will be conducted on 9/15/2010 at 1:30 pm to discuss non-compliance issues.

I found an oil and gas well equipped with 4.5 inch diameter casing, 2 inch diameter tubing and rods. There is no pumping unit or production equipment on site and the well is not capable of production. The company has failed to report production as required by 1509.11 Well is located in a wetland area with brush and trees growing around the wellhead. Gps coordinates and pictures of the well were taken.

1604956759 2010-09-15 Administrative Inspection No Violations Mr. Brent Bear and Mr. Robert Stonerock, South Region Oil & Gas Supervisor, conducted a Compliance Meeting today with Mr. Doug Adams, Adams Oil & Gas. Discussed non-compliance issues to include non-production and identificaction with Mr. Adams wells located in Vinton County. Mr. Adams provided insight into his partnership and further stated that he no longer owns the wells. Mr. Adams was advised that Chiefs Orders would be issued to him on Permit Nos: 319, 323, 324 and 357.
1689555973 2018-11-01 Production Wells No Violations My inspection of this tank battery revealed one of the 100 barrel tanks has been purposely cut. There are two cuts in the tank. Both cuts are horizontal. The lower of the cuts has allowed crude oil to leak into the dike. The dike has 3-100 barrel tanks. I did not find evidence of oil outside of containment. The well has never shown production. The well lacked legible identification. The well is incapable of production, the well lacks a pumping unit.

The well is currently incapable of production. The well owner, ADAMS OIL & GAS LLC shall submit a written plugging schedule to Kip Thompson at 5880 Memory Road, Zanesville Ohio 43701 within 30 days, per OAC 1509:13(B)(7), and plug the well within 180 days. The well owner/operator will be notified if the plugging schedule is approved or denied

1991639264 2007-04-23 Administrative Inspection No Violations Mr. Ralph Grim contacted me today regarding the wells located on his property. Spoke with Mr. Grim about well ownership and status, as it relates to current well owner. Mr. Grim feels that the surrounding wells produce toxic gas and killed an infant years ago. Mr. Grim was asked if this incident had been documented to show this allegation? He states no but felt there was no other reason for this to happen. Mr. Grim would proceed to voice a negative civil matter allegation against well owner. Mr. Grim continued by voicing dissatisfaction of non-related injection well. Furthermore, he feels that the State of Ohio has overlooked violations. Mr. Grim was informed that violations have been issued to Adams Oil & Gas.
