| 0077503632 | 2017-04-11 | Final Restoration | No Violations | I was on location with Inspectors LJ Parking of the Idle and Orphan program and Matt Fulk to follow-up on a complaint received by the Division. The Division received a call from Mr. Bob Barnett in reference to this well. This well was previously plugged and passed for final restoration, but Mr. Barnett was concerned about a pit below the hill side that he believed to be used at some time by the well. The inspection revealed that there was a pit at the bottom of the hillside where the well once was the coordinates are 39.36610, -81.62067 and the pit is about 2591 square feet in area. This pit appears to have been filled in but the soil has settled down showing the shape of the pit. Vegetation has regrown in and around the pit area and the deepest part is in one corner of the pit which appeared to be approximately be two to two and a half feet deep. The rest of the remaining pit area is approximately one to one and a half feet deep. The area is in an electric line right-away and has vegetation established. There are a few pieces of 2 inch diameter black plastic lines in the hillside that appear to have been left behind from when the well was plugged. Before we left location Mr. Barnett approached us and expressed he just wanted to see the area taken care of as he wants to be able to rent the trailer that he set there and make sure it was stable and there would be no issues. Mr. Barnetts trailer rests approximately 9 feet from the ledge down to the hillside where the pit is. |

There have been very few changes since that call. The location in general is rough and needs leveled out. The majority of soil has just been pushed over the hill. There are many large piles of soil in the flat part of the location along with sections of concrete. There are piles of gravel still on location and when you look over the edge of the location, a 2 steel line can be seen intermingled with the soil and trees that were pushed over edge. There is oil stained soil at south end of the location where the tank ruptured has healed itself. Grass is growing nicely but will have to be re-seeded when restoration is completed. Final grading must be completed on this location. The gravel pile, concrete and 2 steel piping needs to be removed from the site. The edges of the location need tapered both below and on high side of location. |
