On site.Review info with Soil and Water and found that there is no Off Site Impact at this time.There is a possibility that soil or silt from this site could work its way down hill to the State of Ohio property.That is a far stretch from calling and claiming that it has already happened.I ask where the impact was and was advised that a permit was required for what was being done on the site.That there was a housing addition limit for the site and that Soil and water should have been notified of all of the activity.I reviewed all of the info with District Supervisor Cheslock and confirmed that all of the requests for Soil and Waters action was not up to date with the new Bill just passed which gave Oil &Gas the primary authority.There was no need for a special permit or reason to file for one.The wellsite does need to be stabilized from further erosion and I have made that request to the operator.He has agreed to stake bails in place to prevent continued erosion.During our meeting Soil and Water passed out a pamphlet to Mor Mack Ind. And advised him these are the things that they should have done if it was done correctly.I felt this action was inappropriate .Soil and wate no longer had authority of this site and for him to imply that this operator was somehow mishandling the site in violation of Their Rules.Last, Soil and Water also ask Mor Mack to install a gate and to post a sign of what the use was for this site.I dont know under what authority he would place that request , but clearly neither one of the agencies could support it. |
