Upon arriving onsite WQS Higgins found the existing well and well production apparatus. No accelerated erosion or sedimentation was observed in relation to the site or access road and the site had been properly restored and the vegetative cover met the 70% uniform coverage criteria. WQS Higgins spoke with BLX representative Walt Emquist via phone and was notified that the road bond has not as of yet been obtained and a hearing on that is scheduled for 11/17/11. Mr. Emquist stated that the well would not be spudded until the road bond had been obtained.
2043529 Primary Facility 2012-02-17 Routine/Complete Inspection No Violations Noted Drilling was not ongoing, site construction was ongoing at the time of the inspection. Site construction and erosion control implementation were proceeding according to the E&S plan. Noted that the existing access road which the well access road branches off of will be reconstructed and additional erosion controls (culverts, rock lined ditches and culvert outlets) would be implemented.

The Erosion and Sedimentation plan was onsite and appears to implemented and maintained. All temporary BMPs appears to be functioning properly. No observation of accelerated erosion and sedimentation at the time of inspection. The drill pit located onsite appears to be in sound condition with the required 2 feet of freeboard. The Departments suggest the Operator continue to monitor the site weekly and after significant precipitation event to ensure the site stability in maintained.

Site had been regraded, temporarily stabilized and the vegetation had begun to emerge. The was no observed accelerated erosion or sedimentation in relation to the access road or well-site. The operator should continue to monitor the site to insure that the vegetative cover attains the minimum 70% uniform coverage.
