2702433 Primary Facility 2018-03-05 Routine/Complete Inspection No Violations Noted On March 5, 2018, the Department conducted a routine inspection at the Chesapeake Appalachia LLC, Solowiej Location in Wyalusing Township, Bradford County. Andrew Hobbins represented the Department. Nobody was present for Chesapeake.

The site sign, E & S plan and weekly inspection logs were on site and available for review. According to the site inspection logs, the last inspection at the site occurred on 2/21/2018. The site was well vegetated and no erosion issues were observed. PCSM has not been addressed at the site and the well pad has not been reduced in size. The site was originally permitted under an ESCGP-1 but was re-permitted under an ESCGP-2 in 2014. The new ESCGP-2 approval included construction of PCSM BMPs. The PCSM BMPs have not yet been installed. The Department recommends installing the PCSM BMPs before the permit expires in 2019.

There were two wells in production during the inspection. The wells were tagged and no bubbling was observed in the well cellars. Two production tan

There were 2 properly tagged Marcellus wells staged for production. The well cellars were filled with water; no bubbling was observed. There were 2 GPUs, 2 produced water tanks, and 2 sand separators onsite and in secondary containment.

Overall, the site was well vegetated and appeared stable. There was an area of the rock lined ditch near the gate that could use some maintenance (Photo #1). There were also some bare spots of loose dirt on the fill slope(Photo #2). However, these areas appeared to be from groundhogs and not failure of the containment berm.

According to Department records the ESCGP for this pad expires on 11/9/19. It does not appear that PCSM has been constructed for this site. It is recommended that any needed PCSM be installed before the expiration of the ESCGP. It is also recommended that after the site meets restoration criteria an NOT be submitted before the permit expiration.
