Original request was to open a hole in the berm, allow water to flow down a rip rapped ditch, travel over a level spreader, and then flow through a well vegetated field. During inspection, found that there was an extremely high volume of water on the pad, that pipeline had recently been installed below the pad, which happens to pass right below the above mentioned level spreader. The pH of the standing water on the pad was 8.0 and the conductivity on the water was 650 uS/cm. Hence, technically OK to discharge this water. However, because of the volume of water and location of the unstabilized pipeline ROW, Chesapeake needs to develop a comprehensive plan to discharge this this water. I contacted Eric Hottenstein and told him my findings, and also stated they needed to submit a plan for this proposed discharge. I also contacted Matt Stetter of AMS make him aware of the pipeline conditions. |

Andrew Hobbins, Water Quality Specialist, represented the Department. Nobody was present for Chesapeake.
The Department could not access the lock box that house the E & S plans because the lock would not open. The site was well vegetated and no erosion issues were observed. An infiltration basin was installed in 2016 and did not yet meet the 70% vegetation requirement. Two wells were connected to production during the inspection A third well was drilled but was not connected to production. The wells were labeled and no bubbling was observed in the well cellars. Two production tanks and three GPUs were on site. The secondary containment for the production tanks was filled about two-thirds from the top of the containment with storm water.
