2635763 Primary Facility 2017-09-06 Routine/Complete Inspection No Violations Noted On September 6, 2017, the Department conducted a routine inspection at the Repsol Oil and Gas USA LLC (Repsol), O'Rourke W 05-046 well site in Warren Township, Bradford County. Andrew Hobbins represented the Department. Nobody was present for Repsol.

The site sign, E & S plan and weekly inspection logs were on site and available for review. The E & S plan on site was not the most recent approved plan for the site. There were two bioretention basins on site that were depicted as sediment traps on the E & S plan available on site. The Department recommends making the most recent E & S plan available at the site. One of the bioretention basins had an outlet pipe that was uncapped and discharging stormwater. The Department recommends capping the under drain outlet pipe unless the basin holds stormwater longer than 72 hours after a rain event.

One well was in production during the inspection. The well was labeled and no bubbling was observed in the well cellar. Two production tanks and one GPU were
