The master containment plan as an appendix of the PPC plan is (2) pages. The ERP plan is dated April 2010. I surveyed the secondary containment systems at the site and backyard (solid waste processing and handling area) at the site. There was quite a bit of standing water on containment mainly due to the rain event during the inspection. A storage container in the backyard appeared to be right at the (2)’ freeboard requirement of Title 25, Pa. code 78.56. Mr. Groves indicated the fluid in this container is mainly containment water and that it will be sent either today or tomorrow to the Sharer site for treatment and intent for beneficial reuse. The freeboard level will be continuously monitored in the tank. |

Two wells are staged for production on the Yencha pad: the Yencha 2H well and Three D Acres 2H Well. Two GPUs are on site as well as two Produced water tanks within steel containment with a spray-in liner. Both produced water tanks and containment are in good condition overall. One tank has one small spot of corrosion on it. Post Construction Stormwater Management (PCSM) is handled by a series of rock-lined channels, rock spreaders and infiltration berms. These appear to be functioning as designed. The side slopes, berms which surround the pad surface, the soil stockpile and infiltration areas near the infiltration berms are all well-vegetated with greater than 70% vegetation. The pad surface has been permitted to remain at full size. Site is stable. No violations noted. I recommend acknowledging the NOT. |
