I entered the location at 13:40 and began the inspection. At the time of the inspection, five producing wells (081-21014, 081-20562, 081-21015, 081-20563, and 081-21016) and one plugged well were located onsite. The well site was in good condition and no E&S issues were observed. The site has no active well permits that have not been drilled. ESX10-081-0041 previously expired and ESG29-081-16-0003 is currently active. The wells onsite were drilled from 2011 to 2012 and the well site has not been restored. Anadarko’s most recent restoration timeline submission indicates PCSM will be permitted in 2016 (as noted above) and installed in 2017. The Department considers a well site to be restored under Section 3216(c) of the 2012 Oil and Gas Act when the oil or gas owners or operators meet the following: 1. Mark Barbier (ARD Operating) called the Department at 18:01 on 1/20/2018 to report the release of 176 gallons of a 30% methanol/water solution. The methanol/water mixture was released from a failed ball valve on the 4H(081-20563). 250 gallons of the released methanol/water mixture and melt water was vacuumed from the 3H well cellar later that night. At approximately 13:45 on 1/22/2018, I met onsite with Mark Barbier and Rick Hall (both ARD). They showed me the failed valve leading to the 4H well and the excavated flow path into the 3H cellar. Material from the flow path across several feet of the pad surface had been excavated and placed in a overpack drum for disposal. The material under the excavation was frozen solid. I was only able to drive a digging bar 1/4 inch into the frozen surface. Water was streaming into the well cellars from the well pad surface due to warming temperatures and runoff.
