2212465 Primary Facility 2013-10-11 Routine/Complete Inspection No Violations Noted A Stone Well Services service rig was on location in the process of running (2) wireline plugs to kill the well according to Mr. Roberts. Cudd Energy Services is at the site in the process of rigging down the snubbing unit. I observed several small areas of petroleum like sheens in puddles of water along with some tears in the secondary containment liner. Mr. Davidson indicated the liner is a (30) mil liner with a (10) ounce layer of felt underlying it. There are a total of (180) barrels of water on-site utilized for the process of removing plugs. The blue container next to the EFS flowback gas buster tank is holding about (120) barrels accoridng to Mr. Davidson. I observed a rainbow sheen floating on the surface of the water in the blue container. The water level in the tank was approaching the (2') freeboard minimum. Mr. Davidson informed me all water on location is considered freshwater as Citrus is not utlizing flowback or production fluid to fish out plugs.
